[ENHANCEMENT] Support installation via Scoop (Windows)

#Description:
git-scope currently supports macOS/Linux via Homebrew, but we want to make it equally easy for Windows developers to get started. We are looking for a contributor to help us create a Scoop Manifest for this project.

What is Scoop?
Scoop is a command-line installer for Windows that focuses on developer tools. You can learn more at scoop.sh.

Tasks:

[ ] Create a git-scope.json manifest file.

[ ] Test the installation on a Windows machine.

Requirements:

The manifest should point to the latest Windows .zip or .exe in our Releases.

It should include a short description and a link to our homepage.
