--check-specified-extensions seems to download more than what is specified

I have 471 rows in my specified.json file and am running:

`python3 sync.py --artifacts /srv/artifacts --check-specified-extensions --update-extensions --logfile ./sync.log`

... yet 484 extensions have been downloaded. Am I doing something wrong?
