[FEAT-API/UI]: Create Stage Volume Upload Template

User should be able to:

1. download a template with volume as the first column and all of the projects reaches as additional columns

2. upload that csv to be used by the eurotop process
   • does this csv when uploaded have to saved to the DB or can we just save it in client state and then use it as input for the eurotop run?

This ticket completed should look like this:

• a download button that when clicked downloads a csv with a proper template described above

Create a tidy table to store data, sync with @trietmnj for more info

• an upload button that (at least) takes only csvs and saves them to local state
