Dynatrace oneagent not installed

Hi,

We have moved to file-based-vcap-services

https://docs.cloudfoundry.org/devguide/services/application-binding.html#-file-based-vcap-services

I found that it's because the environment variable is not available and it is being looked at here:
https://github.com/cloudfoundry/nodejs-buildpack/blob/master/vendor/github.com/Dynatrace/libbuildpack-dynatrace/hook.go#L150

appreciate if it can be adjusted to also look for the file-based.
