Check for server op on global notice #77
Description
Global notices from server ops are currently treated same as any other messages from users not in a common channel.
It would be nice if such messages were hidden whilst DLF checks if the user is a server op before blocking / showing.
P.S. No idea how to check reliably across different IRC networks whether user is a server op or not.
