[UI] Using outdated TimePicker instead of Material Design 3 #11

In the Chat Settings section, when selecting the time for night mode, the outdated Time Picker style (Material 2) is used, which violates the consistency of the Material You interface.
Steps to reproduce
Open Chat Settings.
In the Night Mode block, select the Schedule option.
Tap the time input field (From or To).
Expected behavior
A Material 3 Time Picker style dialog should open.
Actual behavior
A standard Material 2 style dialog with a turquoise header background is displayed, which does not match the rest of the UI.
