Determine if Automatic Emails are an Open edX Feature and adjust doc accordingly

This doc speaks to Automatically Sent Emails: https://docs.openedx.org/en/latest/educators/references/communication/automatic_email.html

However, it looks like edx.org-specific messaging and functionality. It is possible that all edx.org references where changed to Open edX without actually checking if Open edX has this feature.

Once discovery is completed, this doc should be updated to reflect Open edX functionality.

Came across this when refreshing myself on the automatic email docs - we use this functionality on our Open edX-based platforms via the corresponding management commands and cron.

@WillEVTDigital thanks for the input. I'm unfamiliar with this feature. Any chance you could point to any existing documentation, or provide us some notes on how to do it?

No problem, it's the schedules app - the readme has some edx-specific content (Sailthru and Litmus), but the functionality works with the standard Django smtp backend. Let me know if you need any more info beyond the doc and I'll put something together.
