What does uname return on non-MSYS Windows system?

Obviously it will error out, since uname is not a standard part of Windows. But the rest of the Makefile already relies on Unix tools (rm, install, cp, etc.), so I figured it was safe to rely on it. Even make itself is not a part of standard Windows, chances are if someone somehow has make on Windows they also have a Unix-like environment, e.g., from Cygwin/MSYS2.

Does that come with the rest of the Unix tools? Otherwise the Makefile is already unusable, even without uname.

Also, that looks like an ancient version of GNU Make.

We could install uutils/sed via winget in the future. coreutils is already submitted.

We can cargo for cross-build. So reverting it is reasonable. I'll test pure-Windows uname later...

At that point you might as well install Cygwin/MSYS2 :) Personally at least I'd rather get everything in one go than piecemeal.

I think taking CARGO_BUILD_TARGET into account is making a sense.
Current GNUmakefile does not support wasm too: #10898 .
