Update Narwhal site config, update adp-preprocessors commit

Description

1. Update Narwhal site config after system updates. For now, use same Intel oneAPI compiler, but update GCC to 13.3.0 and Cray-MPICH to 8.1.30.
2. Update adp-preprocessors commit (PR from temporary branch was merged into authoritative branch, this is the correct hash).

  • Built full NEPTUNE environments (neptune-env, neptune-python-env, neptune-jedi-env) with both compilers on Narwhal. Ran full set of NEPTUNE regression tests against it (standard, extra, daily, weekly tests). All tests passed.
