Motivation
Initial pass at adding pod communication support into TransferBench
This enables the use of GFX / DMA executors to access SRC/DST memory locations on GPUs within the same pod.
Technical Details
This requires compatible amd-smi and HIP versions, and currently guarded at compile time by #ifdefs
Test Plan
Currently untested, pending amdsmi / HIP API changes, but drafted in for now.
