Overview
This PR creates a new method for editinga RFP/Grant through a Modal, which will be utilized in the new Funding UX. It uses as much of the already available notebook features as possible, with as little modification of the Notebook itself as possible. It includes a temporary testing page as well (testCreate) that will be removed once along with the release of the new UX.
This also optimizes the Modal, where both the Create and Edit modals use the same components.
