This change fixes CI and adds an automated workflow for publishing releases to BCR via https://github.com/bazel-contrib/publish-to-bcr

@aignas there was a schema error in workflow.yaml. I've split releases out into another workflow that triggers on tags pushed to main and turned the build stage into a matrix to run both macos and linux. If you like this change you'll have to update the required build steps in github settings.
