Add annotation tracking into the .status field

What this PR does / why we need it?:

• Tracks annotations into the .status.trackedAnnotations at the end of Reconcile, including the following fields:
  • Global annotations .metadata.annotations
  • Deployment annotations .spec.deployment.annotations
  • StatefulSet annotations .spec.statefulSet.annotations
  • Service annotations .spec.service.annotations
  • Route annotations .spec.route.annotations
• The primary issue is distinguishing between a user-specified (CR instance) outdated annotation versus a third-party applied annotation. By tracking CR-applied annotations into the .status.trackedAnnotations field, we can reference this status field to delete any user created annotations without affecting third-party annotations within the CR.
