Description

Adds a standardized PR template for the node-components repo with:

Linear ticket linking (ENG-XXXX format)
Conventional commit format reference
Shared components checklist (backwards compatibility, downstream impact)
Standard Rust code quality checks

Added .github/PULL_REQUEST_TEMPLATE.md

This is part of a broader effort to standardize PR templates across all Signet repositories.
