release: align CanopyKit 0.1.0 public surface

Summary

• align CanopyKit licensing and metadata with the Apache-2.0 posture used in Canopy
• add missing 0.1.0 public release scaffolding, including CI, release notes, service runbook, and release metadata checks
• refresh README and operator docs so the published repo reflects the current runtime and release posture
