update docs.rs maintenance info

@carols10cents this fixes the command and updates the list of users.

I don't know if all these users are on the help@docs.rs list, can someone find out? Then we probably could replace the list with the email address.

Of course this then won't include infra-team members

huh, yeah, #623 should probably still be done. at this point the information in those pages is severely outdated too 😅
