Cherry-picked from shorebirdtech/flutter@dac341d This also incorporates the applicable parts of shorebirdtech/flutter@bed7c32 (fix: use of FlutterEngineGroup breaks patching (#101)) which was squashed into this commit because it modified runtime/shorebird/patch_cache.cc (not present in this pre-monorepo engine). Hunks targeting runtime/shorebird/ were excluded as that directory does not exist in this repository. Rejected hunks for shorebird.cc, BUILD.gn files, flutter_main.cc, and ios/BUILD.gn were manually resolved.
