Added mode conversion and types

Added Mode enum class aswell as a translator to string to types.hpp

Added convert_from_ros which converts from ros2 msg to the Mode enum class to ros_conversions.hpp

Remove .vscode folder and add it to .gitignore
Should also remove vortex_utils_ros/vortex_utils_ros/heartbeatpublisher.py from .gitignore

Other than that LGTM
